1. Center for Responsible AI in Healthcare

Center for Responsible AI in Healthcare

With the rapid advancement of artificial intelligence (AI), its applications in healthcare have expanded from disease diagnosis, risk prediction, and medical image interpretation to include clinical documentation support—significantly reducing the time healthcare professionals spend writing medical records.

However, AI adoption is not without risk. Ensuring autonomy, accountability, privacy, transparency, security, fairness, and sustainability has become a pressing global concern. Both the World Health Organization (WHO) and Taiwan’s draft Fundamental Act of Artificial Intelligence emphasize that without proper guidance, AI could lead to ethical dilemmas and regulatory challenges.

In response, Director Chien-Chang Lee of the Department of Information Management, Ministry of Health and Welfare (MoHW) launched the Responsible AI Implementation Center. The Center aims to develop governance guidelines that align with seven core ethical principles, ensuring that ethical and safety considerations evolve alongside advancements in smart healthcare technologies.

2. Center for External AI Validation in Healthcare

Center for External AI Validation in Healthcare

The Center for External AI Validation in Healthcare was established to accelerate the commercialization of smart healthcare solutions in Taiwan. In the global wave of smart healthcare development, access to high-quality clinical data remains extremely limited. Many artificial intelligence (AI) models are trained on only a few hundred to several thousand data samples. However, when these models are applied in real-world clinical settings, their accuracy often drops significantly, undermining their practical effectiveness.

To address the certification challenges encountered by AI medical models in actual clinical applications, the Ministry of Health and Welfare’s Department of Information Management, in collaboration with the Taiwan Food and Drug Administration (TFDA), launched Taiwan’s first nationwide initiative to establish external validation centers for clinical AI. Through this program, five leading medical centers across the country received support to set up dedicated platforms. These centers enable AI developers and academic research teams to validate their models using large-scale datasets that better reflect the characteristics of Taiwan’s population, thus improving the quality and reliability of AI applications.

3. Center for Clinical AI Impact Evaluation

Center for Clinical AI Impact Evaluation

As digital health technologies advance, artificial intelligence (AI) is increasingly applied in clinical diagnosis and treatment. Although numerous AI‑based medical products have obtained regulatory approval, their clinical effectiveness and economic value require further validation to inform National Health Insurance (NHI) reimbursement decisions. To address this need, the Department of Information Technology and Communications of the Ministry of Health and Welfare established the AI Impact Research Center. The Center coordinates multicenter randomized clinical trials to evaluate AI technologies’ clinical benefits and health economic value and to explore potential reimbursement models. It brings together experts in clinical research, biostatistics, epidemiology, health informatics, and health economics to ensure that study outcomes inform policy and practice.
